This is a patinated copper ceiling ring for a lamp glass without screw thread but with a raised edge. The eyelet on the fitting can be unscrewed, you hang the ring on the ceiling. You connect the terminal block, then slide the ceiling ring over it and screw the plastic ring (which you have detached from the hook at the beginning) over it until the ring is tight against the ceiling. Just put the lens on it, turn it with three screws and you're done. Before you fix the glass, test whether the lamp turns on and off!
